If you want to save money and there are windows that you never open you have the option of permanently fixing them closed. For wooden casement windows use angle brackets or joining blocks. For metal windows use self tapping screws and for timber sliding sash windows use brass screws set into brass cups. Use the longest and thickest screws that are appropriate for the frame dimensions and note that by fixing in this way they can always be unscrewed for maintenance or fitted with locks later. Don’t use nails! In most cases it will be necessary to fix the windows in two places, normally opposite the hinges for a side or top hung window. It is very important to have at least one large opening window in each room (fitted with locks) that can be used in an emergency.
